"When people need to leave their homes, whether to obtain or perform the functions above, or to otherwise facilitate authorized necessary activities, they should at all times practice social distancing." On Monday, the state pulled an emergency brake in theBlueprint for a Safer Economyputting more than 94 percent of California’s population in the most restrictive tier. California is also strengthening itsface covering guidanceto require individuals to wear a mask whenever outside their home, with limited exceptions.

California Secretary of Health and Human Services, Dr. Mark Ghaly, explained how a region would transition back after the potential three-week order. Constantine said, according to the new order, all gatherings with people outside of your household would also be included in those restrictions, along with indoor and outdoor playgrounds. On Thursday, state officials introduced some of the most aggressive virus-fighting moves they’ve made since March but only to certain regions. The new order applies to regions in the state that are getting hit hardest by the pandemic during this winter. Warehouse workers should clean delivery vehicles and equipment before and after delivery, carry additional sanitation materials during deliveries, and use clean personal protective equipment for each delivery stop. Retailers should increase pickup and delivery service options and encourage physical distancing during pickup – like loading items directly into a customer’s trunk or leaving items at their door.

As California Fully Reopens, Governor Newsom Announces Plans to Lift Pandemic Executive Orders

COVID-19 case rates increased by approximately 50 percent in California during the first week of November. As a result, Governor Newsom and California’s public health officials have announced a list of measures to protect Californians and the state’s health care system, which could experience an unprecedented surge if cases continue their steep climb. Late last week, the state issued a travel advisory, along with Oregon and Washington, urging people entering the state or returning home from travel outside the state to self-quarantine to slow the spread of the virus. The travel advisory urges against non-essential out-of-state travel, asks people to self-quarantine for 14 days after arriving from another state or country, and encourages residents to stay local. Actually, Californians should not be surprised at such an order by the government they have freely elected. Over the past generation, Californians have turned increasingly to politicians who have little regard for the free market or any other sort of freedom. On the contrary, their governors and legislatures have increasingly intruded themselves into the personal lives of their citizens, insisting that they have the right to command the general population on a wide range of issues. If Californians cannot leave their homes, then how are they supposed to make a living to pay for groceries? Certainly, grocery stores can deliver groceries, and they can sell those groceries on credit, and even give away some products, but at some point, they will have to have some money to continue to operate.

The presumption will stay in place for 60 days after issuance of the executive order. Manufacturing companies should close breakrooms, use barriers, or increase distance between tables/chairs to separate workers and discourage congregating during breaks. Where possible, create outdoor break areas with shade covers and seating that ensures physical distancing.

SACRAMENTO – Governor Gavin Newsom today took action to lift pandemic executive orders as the state movesBeyond the Blueprintnext week to fully, safely reopen. That includes terminating the Stay-at-Home Order that was implemented early in the pandemic to protect Californians and retiring the Blueprint for a Safer Economy. Effective June 15, restrictions such as physical distancing, capacity limits and the county tier system will end. In the letter to Trump seeking the hospital ship, Newsom said California’s infection rates are doubling every four days in some areas and that 56% of the state’s population could contract the virus in the next eight weeks, which would be more than 22 million people. He later said the “overwhelming majority won’t have symptoms” and will be fine but that up to 20% could be hospitalized. On Monday, the state pulled an emergency brake in the Blueprint for a Safer Economy putting more than 94 percent of California’s population in the most restrictive tier.

Newsom's order came just after Los Angeles County officials announced a near-lockdown of the county, affecting 10 million residents who were urged to stay home except in cases when they need to go outside for essential needs. For example, restaurants will have to close up their outdoor dining by 10 p.m. The state recorded a near-record number of daily COVID cases on Thursday, at 11,478. An 11-county Northern California region was never under the order. The state makes the decisions based on four-week projections showing ICU capacity improving, but officials have not disclosed the data behind the forecasts. He further asked for assistance for schools, aid to local and state budgets and transportation relief. The announcement came after the release of a letter to President Donald Trump where Newsom warned the virus was spreading quickly and eventually could infect more than half the state’s population. A spokesman later clarified that the figure did not take into account the aggressive mitigation efforts that have been made. Non-essential work and gatherings must stop from 10pm-5am in counties in the purple tier. Learn more about the state’s ongoing COVID-19 response effortshere.
